Public self-signup is for Institution Owners only. After this form you enter a 6-digit email code, then enrol Google or Microsoft Authenticator. Platform Owner accounts are created by a Platform admin or via a staff-issued invite token — there is no public self-signup for that role. Local Database stays the elected default.
